NHTSA Complaint Update : Final Submission Subject: AMENDMENT for 2015 Land Rover Range Rover Rollaway: Confirmed CAN Bus Communication Failure & Pattern Consistent with Recall 16V-368 I am submitting this update to my original complaint regarding a life-threatening rollaway incident on April 4, 2025, involving my 2015 Land Rover Range Rover (VIN: [XXX] .) New Critical Information: Diagnostic Confirmation: During evaluation by Jaguar Land Rover North America (JLRNA), the vehicle registered the fault code: “High Speed CAN Communication Bus Missing Message.” JLRNA’s engineer confirmed this indicates the rotary gear selector failed to communicate with the transmission, meaning the vehicle could display “Park” while remaining in gear. Prior Malfunction: Days before the rollaway, the gear selector became stuck in Reverse, requiring a battery disconnect to reset the system demonstrating a repeatable electronic instability in the shift-by-wire system. Severe Injury: The rollaway resulted in the vehicle striking and rolling over me, causing crush trauma and rhabdomyolysis with CPK levels of 10,000 U/L a near- fatal medical emergency. Safety Concern: This failure mode false Park indication due to electronic shifter communication loss is functionally identical to the defect addressed in NHTSA Recall 16V-368 (FCA, 2016), which cited rollaways, injuries and death due to rotary shifters that “do not provide clear indication of actual gear position.” Jaguar Land Rover uses a similar monostable rotary shifter design with no mechanical feedback. Given the severity of this incident and the confirmed communication fault, I urge NHTSA to investigate whether this represents a broader safety defect affecting JLR vehicles. The vehicle remains in JLRNA’s custody. I have formally requested preservation of all electronic data and components. Thank you for your attention to this urgent matter. Incident Description: On April 4, 2025, after placing the vehicle in "Park," it suddenly and rapidly began reversing without driver input. The open door struck me, knocking me to the ground and the vehicle rolled over my legs, groin and arm before stopping after colliding with a dirt pile. This resulted in severe injuries and hospitalization. The vehicle’s gear selector is the rotary dial type. Post incident diagnostic reports showed communication faults between the shifter assembly and transmission control. Jaguar Land Rover North America (JLRNA) currently has the vehicle under extended diagnostic evaluation but has not provided a confirmed root cause. The malfunction may relate to electronic gear-shift or transmission control failures. I am reporting this incident for federal safety review, as this defect presents a potential risk of uncommanded vehicle movement and serious bodily harm. Additional Information: The vehicle remains in JLRNA custody. Original diagnostic codes were recorded by their engineer. I have experienced significant injury and loss of use. I request NHTSA’s review and tracking of this defect for other potential affected vehicles.

I am reporting a critical and systemic defect affecting Land Rover vehicles equipped with the 2.0L GTDi turbo petrol engine (240 hp), including my 2015 Evoque, My engine suffered catastrophic failure at ~118,000 miles while driving caused by a premature timing chain or tensioner failure. Pistons & valves collides, cams clashed and wouldn't rotate, loss of compression and dangerously instantaneous loss of power/speed/control without warning. The damage required full engine replacement. This significantly increases the risk of crashes & deaths especially at high speeds, traffic congestion, windy roads or hills, night time driving, poor weather conditions. Without warning the driver is helpless without power or ability to move to safety and rear end collision or loss of control is highly likely. Land Rover’s Passport to Service for the 2015 model year does not include timing chain inspection or replacement at any interval—not at 60k, 90k, or even 120k miles. The chain is treated as a “lifetime” component, giving drivers no opportunity to prevent failure. Vehicle had all proper maintenance, recent oil changes at low intervals, and official Land Rover dealership underwent full diagnostics and testing with the conclusion this fault was not user/driver related or to any part myself. Online forums, technician reports, and owner cases show this issue is widespread and recurring across many model years and builds using this engine. The repair is anywhere from 15-20k USD for the evoque (using a reman or new engine). Notably, Land Rover has previously settled class-action lawsuits (e.g., 2012-2014 Lr4 for the or 5.0L V8) where timing chain failures caused major damage—offering full or prorated reimbursement to owners. There are also industry precedents, such as VW/Audi 2.0T engines, in which tensioner defects led to class actions covering engine replacements.

AS I WAS BACKING OUT MY DRIVEWAY I HEARD A LOUD POP NOISE AND THEN NOTICED THAT MY FRONT DRIVERS SIDE TIRE HAS COLLAPSED MAKING THE CAR UN-DRIVEABLE. HAD I BEEN DRIVING AT HIGH SPEED IT COULD HAVE RESULTED IN A DANGEROUS LIFE THREATENING SITUATION. IT WAS TOWED TO THE DEALER FOR INSPECTION. THERE I WAS TOLD THAT RANGE ROVER IN CANADA AND THE UK HAD BEEN RECALLED FOR THE SAME MALFUNCTION. MY RANGE ROVER HAS ONLY BEEN SERVICE BY AN AUTHORIZED DEALER AND WAS AT LOW MILEAGE FOR THE YEAR OF THE CAR. NEVER HAD ANYONE WHO INSPECTED OR DID WORK ON THE CAR SAW ANY EVIDENCE THAT SOMETHING WAS READY TO BREAK. IT HAS SINCE BEEN REPAIRED AT A COST OF $8031.68. I REPORTED TO LAND ROVER NORTH AMERICA THEY HAVE DECLINED TO RECOGNIZE ANY FAULT ON THEIR END AND DID NOT PROVIDE ANY ASSISTANCE FOR THE REPAIR WHEN THEY HAVE SEEN THIS IN OTHER COUNTRIES ON MY SAME MODEL AND YEAR. The contact owns a 2015 Land Rover Range Rover Evoque. The contact stated that while driving at an undisclosed speed, the transmission inadvertently shifted from the drive(D) to neutral(N) and the vehicle lost motive power. A bystander helped shift the transmission into park(P) and then into drive(D). The contact was able to drive to the residence. The vehicle failed to restart while at the residence. The vehicle was towed to the dealer, where it was determined that the variable valve timing (VVT) solenoid needed to be replaced. The vehicle was not repaired. The manufacturer was not made aware of the failure. The failure mileage was approximately 155,000.

My trunk door will open up on its own. I will come outside in the morning and my trunk will be open,or as we are getting in our getting out of the vehicle the trunk door will come up all by itself. I have a toddler so this posses a serious safty concern. In addition, my power train just stops on its own where the vehicle wont accelerate as it should. i have kept up with all of the service request and needed repairs on the vehicle.

During routine maintenance (motor oil change), I discovered the transfer case leaking oil from a sealing cap. Upon further investigation, I discovered Land Rover is aware of the issue and they have a Technical Bulletin (LTB00834NAS1) for the repair. I contacted Land Rover Corporate and the local dealer, they both refused to repair it free of charge since the vehicle is out of warranty. This is a safety issue and Land Rover should repair it with a recall. If all the oil leaks out (transfer case only holds approx 1 pint), the transfer case would seize and potentially cause a crash.

The contact owns a 2015 Land Rover Range Rover Evoque. The contact stated while driving 40 MPH and slowing down to merge into traffic, the accelerator pedal was depressed and the RPM revved however, the vehicle failed to respond. The contact stated the "gear box fault" warning light was illuminated. The contact coasted off to the side of the road. The vehicle came to a stop and the contact turned off the vehicle. When the vehicle was restarted, the vehicle failed to shift into drive and instead remained in neutral. The contact had the vehicle towed to an independent mechanic who diagnosed that the secondary battery needed to be replaced. The battery was replaced but the vehicle was not repaired. The vehicle was towed to a dealer where it was diagnosed and determined that the transmission needed to be replaced. The vehicle was not repaired. The contact researched online and related the failure to NHTSA Campaign Number: 16V614000 (Power Train). The manufacturer had been informed of the failure. The failure mileage was approximately 85,000. The contact has stated that the vehicle is no longer in their possession.

WHILE DRIVING, MY CAR WILL UNEXPECTEDLY SHIFT INTO NEUTRAL. EACH TIME THIS HAS HAPPENED ON DECELERATION AND IS ACCOMPANIED BY A "RESELECT GEAR" ALERT ON THE DASH AND AN ALARM (DINGING) NOISE. THIS HAS HAPPED 5-6 TIMES IN 3 MONTHS. I HAVE TO FORCE THE SHIFTER OUT OF D AND INTO N THEN BACK TO D AND IT WILL CONTINUE DRIVING. I HAVE TAKEN IN INTO THE LAND ROVER DEALERSHIP 2 TIMES FOR A TOTAL OF ALMOST 6 WEEKS COMBINED, AND THEY HAVE NOT BEEN ABLE TO FIGURE OUT THE ISSUE OR GET THE FAULT TO REPLICATE. THERE IS A RECALL FOR MY SAME MAKE AND MODEL, JUST NOT MY VIN, THAT IS EXACTLY THE SAME AS WHAT MY CAR IS DOING.

I GET THE CAR TO START I IMMEDIATELY TURN AROUND TO GET MY CAR AND MY BABY HOME. I AM UP TO 55MPH STILL ON HWY 17 IN JACKSONVILLE NC. MY CAR LOOSES ALL POWER AND SHUTS OFF, AND THE CARS BEHIMD ME SLAMS ON BRAKES AND THERE AIR BAGS COME OUT. NOTHING WAS HIT, BUT IT WAS CLOSE. I TOOK IT TO LAND ROVER IN WILMINGTON NC THEY ARE SAYING IT IS THE VARIABLE VALVE TIMING CONTROL SOLENOID. THE MECHANIC RYAN TOLD ME THAT THIS HAPPENS A FEW TIMES A YEAR, AND HE HAS WORKED ON MANY WITH THE SAME ISSUE. MY CAR ONLY HAS 60,000 MILES ON IT, AND SHOULD NOT HAVE THIS ISSUE. THIS IS A HUGE SAFETY CONCERN OF MINE, ME AND MY CHILD COULD HAVE BEEN HURT. I CONTACTED CORPORATE JAGUAR LAND ROVER AND TOLD THEM OF THE ISSUE I HAD AND THEY SAID THERE IS NOTHING THEY CAN DO. MY CAR HAS BEEN IN 4 TIMES WITH THE SAME ISSUE, THE VEHICLE WILL RANDOMLY SHUT ITSELF OFF, I.E. THE CAR SHUTS OFF, THE TRANSMISSION MOVES TO PARK. IT IS NOT ECOSTART OR FROM MY UNBUCKLING THE SEATBELT. THIS HAPPENS WHEN I AM TURNING INTO PARKING SPACES AND IMMEDIATELY AFTER THE VEHICLE STOPS, OCCURRENCE IS 20+ TIMES NOW. THE FAULT WILL NOT SAVE IN THE COMPUTER AND LAND ROVERS ENGINEERS HAVE ADMITTED ITS PROBABLY A SOFTWARE GLITCH BUT CANNOT FIX IF IT DOESN'T SHOW IN COMPUTER. I HAVE ATTEMPTED BUYBACK PROCESS WITH LAND ROVER WITH THEM ADMITTING MY CAR HAS "INHERENT DEFECTS" THEY WILL NOT BUY THE VEHICLE BACK, ARE UNABLE TO FIX THIS AND OTHER ISSUES WITH THE VEHICLE. LAND ROVER CLAIMS THE ISSUE DOES NOT AFFECT DRIVEABILITY.

IN STOP AND GO TRAFFIC FOR APPROXIMATELY 20 MINUTES THE RANGE ROVER'S ECO MODE WAS ENGAGING PROPERLY AND SHUTTING DOWN THE ENGINE. IT HAD BEEN RESTARTING PROPERLY HOWEVER IN ONE INSTANCE THE VEHICLE DID NOT RESTART AND THE 'D' INDICATOR FLASHED. THIS LEFT THE VEHICLE DISABLED IN THE MIDDLE LANE OF TRAFFIC. RESTARTING THE ENGINE SOLVED THE PROBLEM HOWEVER THIS COULD HAVE BEEN DANGEROUS IF I HAD BEEN UNABLE TO REENGAGE 'DRIVE.'

WHILE DRIVING ON A 4 LANE ROAD AT APPROXIMATELY 40-45MPH, MY VEHICLE (5 MONTHS OLD, 6,200 MILES) SUDDENLY LOST POWER AND RAPIDLY DECELERATED AND WOULD NOT ACCELERATE. A LARGE WARNING SIGNAL DISPLAYED ON THE DASHBOARD INDICATING "WARNING GEARBOX FAILURE". LUCKILY TRAFFIC WAS LIGHT AT THE TIME AND I WAS ABLE TO MANEUVER TO THE SHOULDER OF THE ROAD WITHOUT INCIDENT. IT APPEARED THE TRANSMISSION FROZE AND THE VEHICLE WAS TOWED. LAND ROVER HAS NOT BEEN ABLE TO DETERMINE THE PROBLEM. IF I WOULD HAVE BEEN IN AN AREA WITH HEAVIER TRAFFIC, OR ON AN INTERSTATE I HAVE NO DOUBT THAT A MAJOR CRASH WOULD HAVE OCCURRED. IN RESEARCHING THE 2015 EVOQUE IT APPEARS LAND ROVER HAS BEEN EXPERIENCING SIGNIFICANT ISSUES WITH THE 9 SPEED TRANSMISSION IN THIS VEHICLE BASED ON WEB SEARCH RESULTS. IT APPEARS THIS TRANSMISSION HAS BEEN RECALLED IN SEVERAL COUNTRIES, SPECIFICALLY CHINA. I BELIEVE THAT IN THE INTEREST OF PUBLIC SAFETY A REVIEW OF THIS VEHICLE MODEL'S PERFORMANCE HISTORY NEEDS EXTENSIVE REVIEW.

AFTER THE ACCIDENT MY CAR WOULD ALSO NOT GO INTO PARK. I HAD TO STAY IN THE CAR WITH MY FOOT ON THE BRAKE UNTIL THE POLICE AND TOW TRUCK ARRIVED. LAND ROVER SAID THEY WERE AWARE OF THE PROBLEM AND APPLIED A SOFTWARE PATCH TO THE VEHICLE TO CORRECT THE PROBLEM WITH THE ELECTRONIC TRANSMISSION. I FEEL THAT THIS IS A POTENTIALLY FATAL CONDITION THAT SHOULD WARRANT A MANDATORY RECALL.
