AS I WAS DRIVING INTO A TURN FROM A COMPLETE STOP IN THE TURN LANE ON A CITY STREET, MY CAR SURGED FORWARD AND THE BRAKES DIDN'T RESPOND. THE AIRBAG DID NOT DEPLOY.
